It is likely that the Ministry of Health,Labor and Welfare will revise the related legislation on employment insurance so that the insurance premium rate wil be able to be changed flexibly reflecting the economic situations. The ministry intends to implement the new legislation from fiscal 2008 at the earliest. At present,when the accumulated balance of premiums exceeds twice the total annual payments of benefits , the premium rate can be lowered.According to the sources, the condition for lowering the rate would be relaxed.
