ハイチの事情はわかりませんが、大地震以来、親に死に別れたとか親が貧困で困っちゃったとかでこの種のシェルターのニーズが高まったようで

とあり、一応公的に登録させたい雰囲気は感じられるものの、とても手が回らない感がありありと。
ことがことだ、いっそ違法でも知ったことか!という気合で勝負する人たちがいるのも、まあよいことの一つだと思うのです。
しかしまあ。この例の場合は、現地当局が文句をつけたい設備水準だったようで…。
