　この言葉をそのままの意味で受け取って、翻訳すれば、「武力行使不可避」になってしまうのではないか。
　もしこのまま認めるなら、不拡散条約もなにも、とにかくずるく立ち回ってうまいこと核開発してしまえばオールオッケー、になっちゃう。それでは外交がルール無用のバトルロワイヤルに成り果てる。
