"earmark" に identification mark on the ear of a domestic animal の意味があることは知っていますが記事は税金の話ですから別の意味に違いありません。そこで辞書で引くとOneLook Quick Definitions: give or assign a share of money or time to a particular person or cause (Example: "I will earmark this money for your research") とあります。なるほど特定の税金を特定の目的に使うことを決めておくときに使えるのですね。American Heritage Dictionary には次ぎの様な意味も挙げています。To reserve or set aside for a particular purpose. この説明だと何故か日本語の「つばを付ける」が思い浮かびます。
