Islamic State of Iraq and the Levant(Isil) has released a video in which it threatened to kill two Japanese hostages within 72 hours if the Japanese government refuses to pay a ransom of $200 million. The hostages are Haruna Yukawa, and a freelance journalist Kenji Goto. Isil announced that the demand is aimed at pushing back Prime Minister Shinzo Abe’s decision to provide nations fighting Islamic State with $200 million. Shinzo Abe’s characterization of the aid as a “counter-Isil fund” apparently conveyed additional hostility to Isil and triggered the threat, while the fund is actually non-military and will be used to support the refugees displaced from Iraq and Syria.
Isil’s terrorism must be denounced unconditionally. It is also clear that Shinzo Abe has given Isil a new opportunity to target Japanese citizens. We request the Abe administration to suspend the aid immediately to facilitate the rescue of the two hostages. The government will not be blameless if it fails to take all necessary measures for the rescue and the prevention of the worst-case scenarios. Japan’s humanitarian aids in the region must be strictly designed to prevent any further entanglement of our nation in this new “war”.

「イスラム国」が20日、日本人2人を人質に取り、身代金2億ドル（約235億円）を72時間以内に支払わなければ殺害すると警告するビデオをインターネット上に出しました。
人質に取られた日本人2名は湯川遥菜さん、フリージャーナリストの後藤健二さんとみられます。
「イスラム国」の声明によると、安倍首相がイスラム国の周辺国へ2億ドルの対テロ支援を行うこととしたことが今回の身代金要求の理由となっています。
実際には、この2億ドルは、イラクやシリア、その他周辺国の難民支援などに使われるものですが、安倍首相がこれを「対イスラム国支援」と位置づけたことにより、今回の身代金要求へと繋がっています。
この「対テロ戦争」へのきっかけを作り、日本社会をテロの標的にさせてしまう可能性を作ってしまったのは安倍首相であり、この責任は必ず追及されなければなりません。
日本人人質の救出のために、この2億ドルの支援を留保して下さい。
打てる手を打たなかった時、それは安倍政権の失敗です。
これ以上、テロとの「新たな戦争」に日本を巻き込むことのないよう、最善の努力をしてください。
そして、日本だからこそできる人道支援の道を模索してください。
