Leaked EU statement links trade with post-Brexit fishing access

A leaked statement from the EU which was due to be made public at the Brexit summit on Nov. 25 has confirmed that post-Brexit negotiations over the fishing rights to UK waters must protect the quotas of European fishermen to exploit British fisheries, reports the Guardian.

According to the statement, the EU expects negotiations over the UK's new quotas to be finalized by July 2020.

The statement warns UK prime minister Theresa May's government that a failure to establish an agreement by that date could imperil chances of extending the UK's transitional period, which the country would need to develop comprehensive trade talks and prevent the "backstop" arrangements for Northern Ireland from being activated, according to the article.

While the British government had previously denied that quota negotiations post-Brexit would be traded off against other priorities, the leaked document is clear that the EU will seek to establish a link between European access to UK waters and the wider economic deal.

Under the current common fisheries policy (CFP), an estimated 33% of all European catches take place in the UK's exclusive economic zone, according to the Guardian.

The CFP is highly unpopular with UK fishermen, who have been repeatedly reassured that the issues of trade and fishing access would remain distinct and separate. 

The Scottish Fishermen's Federation has been particularly vocal in the past week, as the direction that negotiations had taken raised concerns that the country's fishing industry is being used as a bargaining chip.

The summit on Nov. 25 follows the publication of the UK's draft withdrawal agreement earlier in the month. However, the widely-publicized document only covered how the UK would leave the EU, without additional detail on how the relationship between the two would function in the future.
