数ヶ月前に私のところに届いたメール。
どうやらInternational Education Studies という名前の査読ジャーナルで、Canadian Center of Science and Educationという機関が運営しているらしい。あなたのｘｘｘという論文を読み、教育の分野での専門家であるということを知っている、ぜひうちのジャーナルに投稿して欲しいというような内容。ジャーナルのタイトル、機関の名称といい、いかにもうさんくさい。
リンクをクリックしてみると、論文掲載料として２００ドル以上の費用がかかるらしい。査読が２－３週間というものすごいスピードだが、いったい誰が査読するのだろう。忙しい大学教員や研究者は、そんな短い期間で査読ができるはずはない。
オットが大学院で、お金を出して論文を掲載してもらうジャーナルが最近増えてきたらしいので、気をつけなさいというアドバイスを受けたらしい。ということで、メールもほっておいたままにしたが、今日面白い記事を見つけた。
同じジャーナルからメールをもらったドイツの学者が、このCanadian Center of Science and Educationの所在地、4915 Bathurst St. Unit #209-309, Toronto, ON. M2R 1X9をgoogle skyviewで調べると、こういう感じだったらしい。
あやしげなお店が並ぶ、スラム街のような場所。これが「カナダ教育・科学センター」？
私のところにきたメールでは住所は変わっていたが、その新しい住所で調べてみると、このセンターのオフィスは道路のど真ん中？

Paper Selection and Publication Process
a) Upon receipt of paper submission, the Editor sends an E-mail of confirmation to the corresponding author within 1-3 working days. If you fail to receive this confirmation, your submission/email may be missed.
b) Peer review. We use double-blind system for peer-review; both reviewers and authors’ identities remain anonymous. The paper will be peer-reviewed by three experts; one is an editorial staff and the other two are external reviewers. The review process may take 2-3 weeks.
c) Notification of the result of review by E-mail.
d) The authors revise paper and pay publication fee.
e) After publication, the corresponding author will receive two copies of printed journals, free of charge. If you want to keep more copies, please contact with the editor before making an order.
f) E-journal in PDF available on the journal’s webpage, free of charge for download.
Authors should write and format their manuscript according to guidelines given at http://ccsenet.org/web/submissionguide.html.
