フーバー大統領回想録（その１４）未定稿
第11番目のルーズベルトの壮大な過ちは、1943年1月のカサブランカにおいて、無条件降伏を要求したことである。
米軍の助言も、チャーチルの助言も聞き入れずに、新聞の一面の見出しを狙った。
敵の軍事作戦と宣伝担当の耳に入って、ドイツ、日本、イタリアとの戦争を長引かせた。
ところが、実際の戦争の終わりには、日本とイタリアには、譲歩したのである。
ナチスをなくさない限り、平和はないとしたから、ドイツの和平への希望を失わせただけであった。
戦争を徹底して遂行したために、ドイツを再建する構造となる基礎も破壊してしまった。

フーバー大統領回想録（その１５）未定稿
第12番目の過ちは、1943年10月のモスクワでの外務大臣会合で、自由とか民主主義の用語が飛び交うなかで、
ロシアが、バルト海諸国、東ポーランド、東フィンランド、ベッサラビア、とブコビナの併合(是はヒトラーが合意していた）に抗議の声が上がらなかったことである。
この沈黙は、大西洋憲章における四つの自由の最後の一つを放棄するものであった。
Twelfth. The twelfth error of lost statesmanship was the sacrifice of free nations at the Foreign Ministers meeting at Moscow,
in October 1943. Here amid words of freedom and democracy not a word of protest was made against the known Russian intentions to annex the Baltic States,
East Poland, East Finland, Bessarabia and Bukovina(which he had in his agreement with Hitler).
This acquiescence marked the abandonment of the last word of Four Freedoms and the Atlantic Charter.（

フーバー大統領回想録（その１６）未定稿
第13番目の間違いで有り、ルーズベルトとチャーチルとがふらついて一番混乱した例のひとつが、1943年12月のテヘランでの会議である。
ここで、第12番目の失敗であるロシアによるバルト諸国などの併合が確認され、スターリンが、友好的な「国境の諸国」と名付けた、傀儡政権の七カ国を認めたことである。
国際的な道義と独立の約束と、自由な人間として、スターリンに対して反対すべきであった。
それまで、こうした併合に対する合意や、沈黙と妥協をスターリンと行うことが必要であるほどの、軍事的な危険は無かったのである。
Teheran and Its Sacrifice of Seven More Nations
Thirteenth. The thirteenth and possibly one of the greatest of all confused wanderings in Roosevelt's and Churchill's statesmanship as at Teheran in December, 1943.
Here was confirmation of the acquiescence at the Moscow Conference of the annexations;
here was the acceptance of Stalin's doctrine of a periphery "of friendly border states"--the puppet Communists governments over seven nations.
Fidelity to international morals and their own promise of independence of nations and free men demanded that Roosevelt and Churchill at Teheran stand firm against Stalin once and for all.
There were by this time no such military perils of Stalin's making a separate peace that could justify these agreements, acquiescence and appeasements.
