rewild(ing): 〈一度開発された土地を〉再び未開地[原野]に戻す(研究社オンラインディクショナリー[KOD]の追加語義EV)
claim(ed): (災害･事故などが)〈人の命〉を奪う（That plane crash claimed 253 lives. その飛行機の墜落は 253 名の命を奪った）［コンパスローズ］
to the effect that...は「…という趣旨の、…の目的で」。
